MEET KEVIN STARLINGS
From Our Community, For Our Community!
As a lifelong resident of the 3rd District of Richmond (35 years) and proud graduate of The John Marshall High School, I have dedicated my time to the values of equity, access, and sustainability. My experiences as a father, business owner, music educator, and community advocate have shaped my understanding of the diverse needs of our community and the importance of strong leadership within Richmond Public Schools (RPS).

For over 15 years, I have volunteered and partnered with RPS, serving in various capacities including music educator, youth program manager, community engagement coordinator, past President of The Providence Park Civic Association, Chair of the RPS School Health Advisory Board, Alumni Advisor for Fund for John Marshall, Member of Hydrate RPS Community Advisory Board/VCU Center on Health Disparities and other community boards and advisory councils. This extensive experience has provided me with valuable insights into the challenges faced by individual schools and the district.
I’m a strong advocate for CTE, athletics, and fine arts, I understand the critical role these programs play in student development and community engagement. I am committed to ensuring the sustainability of these programs through strategic planning, community partnerships, and dedicated funding.

My leadership extends beyond my work with RPS. As the Executive Director of The Starlings Foundation, I have committed myself to education reform, community development, and supporting individuals experiencing homelessness. These experiences have reinforced my belief in the power of collaboration and the importance of creating inclusive and supportive environments for all.

As a parent to RPS scholars, I have a unique perspective on the importance of quality education and the challenges facing families in the district. My personal experiences have fueled my dedication to ensuring every student can succeed and my commitment to advocating for the needs of both students and families.
My vision for RPS is centered on authentic learning, college and workforce readiness, and community engagement. I believe that by focusing on these areas, RPS can better prepare students for the future and create a more equitable and sustainable system. But it starts with creating an environment where everyone—students, teachers, staff, and families—feels included, welcomed, safe, supported, and engaged. This sense of belonging is crucial for fostering a culture of respect, collaboration, and academic achievement.
